Under heavy security, the agency’s normally docile monthly open meeting was disrupted twice by a dozen or so protesters who said they opposed plans by a majority on the FCC to ease ownership limits on the media industry.

“The further deregulation of the media is a blatant betrayal of the public interest,” said one protester. Another carried a pink tank top that read: “Mr. Powell, you’re fired.”
